JOB SUMMARY
The successful candidate will interface with all levels of ZGF personnel to ensure contract security compliance with the National Industrial Operating Manual (NISPOM), Contract Security Classification Specification (DD254), Security Classification Guide for Design and Construction of Overseas Facilities and ZGF Standard Practices Procedures Security Manual (SPP). This position requires a self-motivated candidate who can work in an independent or team environment with minimal direction. The Facility Security Officer (FSO) position is responsible for the effective implementation of the FOCI mitigation agreement. The candidate will be required to conduct security self-inspections, apply risk mitigation methodologies, track internal security training, and develop and implement security measures to meet requirements. FSO must possess the confidence and vigor to implement security procedures that will prevent unauthorized access to company and government facilities or information.

The candidate will also be required to perform administrative duties in support of project teams or individuals. This will include, but is not limited to, word processing, calendar and scheduling support, document and contract processing, travel coordination and facilitation of client and consultant communication.

QUALIFICATIONS
• U.S. Security Clearance at Secret Level.
• 2-5 years of FSO Program Management experience, A-E industry preferred.
• CDSE FSO Program Management for Possessing Facilities Certification (obtained through the Center for Development of Security Excellence, CDSE, www.cdse.edu ).

PRIMARY ROLES AND RESPONSIBILITIES
• Abide by and enforce the FOCI mitigation agreement in place.
• Ensure the Facility’s officers, directors, and employees comply with the provisions of the Facility’s mitigation agreement.
• Administer day-to-day security programs: personnel security clearances, program reviews, document control system management, audits and self-inspections, vulnerability assessments, training coordination, violation investigations and reports.
• Monitor visitor activity.
• Create and conduct initial security briefings, debriefings, pre/post foreign travel briefings and refresher briefings, as appropriate.
• Develop and implement effective security awareness, training and education program.
• Monitor counterintelligence such as insider threat and cybersecurity.
• Provide administrative support to project teams and/or individuals.

REQUIRED SKILLS
• Commitment to security.
• Ability to interpret company and government security policies and apply them to program operations.
• Ability to enforce government security requirements in a creative environment.
• Ability to provide clear guidance to company employees and recommend modifications to operations, policies or procedures as appropriate.
• Thorough working knowledge of NISPOM and other relevant DoD security guidance.
• Familiarity with Foreign Ownership, Control or Influence (FOCI).
• Knowledge of architectural/engineering terminology desired, but not required.
• Proficient in Microsoft Word, Excel, Outlook.
• Experience in Newforma, Bluebeam, Deltek Vision a plus, but not required.
• Must possess a strong work ethic and ability to work independently while cultivating productive team relationships.
• Must be articulate with excellent communication skills and writing abilities, able to interact effectively with project teams, vendors, consultants and clients.
• Must be capable of problem solving through initiative, assumption of responsibility and resourcefulness.
